Experts recommend the Community Express Loan Program, which is supported by the U.S. Small Business Administration.

For the small-business owner, the loan removes the need to put up collateral such as a house, which many young business owners don't have, said Jennifer Pierce, director of program development at New Visions, New Ventures, a women's business-assistance center.

Lenders still make the loan, but the SBA provides the backing. Turnaround is quick, and the advance requires a credit history. The maximum loan amount is $250,000.
